Locating large industrial is always a challenge. They have such a huge utility demand for water, power, sewer, high weight rated roads, etc. that putting them out in the boonies isn't very practical. Also need to be convenient for employees to get to. There is some rail down there but it's a smaller line, Red River maybe so not a huge opportunity there.
