I would consult your attorney before you do anything. Yes, it’s going to cost you a couple hundred bucks but it’s going to be worth it and he may be able to share some advice with you to pass along to Bill. I like the idea of working the angle of giving him the advance in exchange for something (longer lease, first right of refusal, etc.)
