They don't know which provisional ballots to count before 11/12. NE voters need to verify they are an eligible voter if they forgot to bring photo ID with them to the polls. If you didn't bring a valid ID to the polling place, you could cast a provisional ballot and have 1 week to present valid photo ID to election commissioner or county clerk.
