Question

If a taxing body wishes to expand their area and thus holding a referendum does the referendum need to pass in both the currently taxed area and the new area or is a simple majority of votes cast the deciding factor?

Story

A local library currently taxes a village to get their funding. They would like to become a district library and thus tax the township that the village sits in. There are many more people in the village than outside the village in the township. There is a lot of acres in the township. If everyone in the village thinks we are paying taxes now so more tax revenue would be a benefit and thus vote YES while everyone in the township outside the village does not want this and votes NO the referendum will pass. So the question above is does the referendum need to pass in both the village and the township or is it a simple majority or is it something else such as the vote needs to pass by a 3/5 majority? Looking on the fact sheets passed out it does not say.

I do not have a dog in this fight as I live in the next township over. But during a video presentation the speaker said if this passes and they become a library district they would be able to annex additional underserved areas (their words) which I took to mean they would annex my township next and I would not have a say in the matter.
