To answer your question the conventional way, yes you can mix Zn, MN, and B individually in your starter. I did that last year using chelated 9% Zinc, chelated 6% Manganese, and 10% Boron in a 10-34-0, 28%, and Thiosul blend starter.
Don't have experience creating a custom foliar mix though, we usually use Max-in ZMB, or sometimes just mix Max-in Manganese +Max-in Boron for beans.
