My school district has roughly half of the kids that it had in the 70s but it keeps pushing for extra gyms,nicer libraries and lunch rooms in the hope that others will transfer in. There are times when a superintendent or principal pushes a project then leaves when it crashes and burns,the locals that he said were stupid for disagreeing get stuck paying the bill.
