Southeast MN | I can only speak to the Case/NH balers. On mine, the stationary knives are spring loaded and pass up through the baler floor in a slot that is barely wider than the knife and not really any room for material to fall out. The rotor (stuffer) is between the pickup and the first roller in the chamber that forces the hay past the knives and into the chamber.
Most of the hay I make is 25-60% moisture and am sure that helps reduce shattering, as well. Seldom is the baler hidden in dust, just don't/cant make dry hay here very often. Even in wet hay, there is a little loss under the baler when stopped to wrap. I figure it costs about $1-1.50 extra / bale to run the cutter but get it back on mixing time and possibly better feed utilization.
My baler came with a set of knife blanks to take place of the knives if your not going to cut the bales, but I have never put them in.
When using the cornstalks as bedding, the cutter helps the cows spread out the bales, I don't really spread the bales out, just pop the net off with the skidsteer and give the bale a quick flip then let the cattle spread it around.
