You can decline having your picture taken. If one looks around signs are visible stating so. The agent taking the picture will spend a few extra seconds inputting some data (no idea what) before you can continue on. My wife and I have declined several times with no repercussions. I still find it amazing how many people act like sheep getting their picture taken without it being required.
